Annotated Summary
In this ministerial statement by Minister of State for Transport DR Lam Pin Min on Personal Mobility Device(PMD), (2019) states the view of PMD and how it benefits the user, the problem related to PMD and possible solution for the problems.
PMD was introduced in Singapore as it is sustainable and affordable as compared to motor vehicles.
The users benefit from the use of PMD as an alternative to public transport which saves them time and money. elderly with mobility challenges and jobs opportunity to enhance the rider livelihood. The minister shared some of the stories like the elderly uses it by running errands conveniently and also how the device helped to provide for the family.
However, the increase rate of PMD related accident was surging, the statement states that there was 228 reported accident with 52 cases of fire in 2018. Therefore the Land Transport Authority(LTA) announced that it is compulsory for PMD to have UL2272 battery and have an inspection before the PMD can be registered.
The other possible long solutions are to construct additional infrastructure which cost $50 million to create another lane for PMD as it will reduce the amount of shared path accident, the authority will also increase enforcement to deter errant offense
The statement made by the minister was in favor of integrating PMD into Singapore as PMD is beneficial to many in Singapore and there were plans to curb reckless riders with regulations and UL2272 battery to reduce fire hazard.
