Draft #2 Technical Report_Protecting the pedestrians in Singapore from reckless Personal Mobility Device(PMD) users

1. Introduction 1.1 Background information This report has been developed in response to the Call for Proposal (CFP) made by Land Transport Authority (LTA) for creating solutions to reduce the rate of accidents caused by e-scooters and Personal Mobility Devices(PMDs) in Singapore. PMD was first introduced in Singapore in 2013 as an alternative means of transport to help make public transport a more palatable option for commuters (Nim, 2015). However, PMDs and scooters have since then become devices used by many to serve their own needs such as to roam around Singapore, deliver food or even as a form of transport to work.
